In the fall of 2008 the Federal government began a massive "bailout" of the financial services sector. The unprecedented expenditure of hundreds of $billions in capital to prevent economic meltdown carried a heavy price tag - not only in repayment liabilities and controls on executive compensation but in rigorous new regulation designed to prevent a recurrence of high-risk practices and to implement the new Administration's very different vision of what 21st century financial regulation should look like. Although far removed from the central causes of the financial crisis, credit card issuers were unable to halt or even make major changes to newly enacted legislation that inalterably changes their business practices, most especially their ability to make swift changes in terms and conditions in response to perceived increases in borrower risk...[ more ]
